Update...

Drew is clean! I bought those tub markers for the boys and Drew immediately wanted to go in the tub to draw on the walls! Yeah! He didn't sit down in the tub, but it was a huge step and I got to wash his hair! Whoa! That was a long week with dirty hair! He screamed when I washed it, but I was quick and then he  was back to drawing! I hope this continues to work...if nothing else we will be getting a new bathtub soon and maybe that will help!
